Prime Minister Olzhas Bektenov reviewed the implementation of the President’s instructions on the digitalization of the transport sector. He was presented with domestic digital solutions designed to automate border control in aviation and plan air routes.
Currently, 54 Q-Gate biometric terminals are operating at 11 border crossing points in Kazakhstan, including the international airports of Astana and Almaty. The system verifies passengers using facial biometrics and passports, completing the procedure within 15–50 seconds. This is 4–5 times faster than standard passport control.
According to Duman Sembayev, CEO of Kazdream Special Systems LLP, another 198 Q-Gate terminals are planned to be installed at border crossing points by 2028.
«The terminal allows citizens aged 16 and above to cross the state border remotely without having to contact border service officers. The procedure for verifying a passport and a person’s biometric data takes 15 seconds, which makes it possible to increase the capacity of border crossing points sixfold without expanding their physical infrastructure», – Duman Sembayev said.
According to the developers, Q-Gate can process an aircraft carrying 200 passengers in approximately seven minutes. By comparison, standard control carried out by officers takes about 30 minutes to process such a flight.
Algorithms are also being developed for the automated remote control of foreign citizens. In addition, pilot testing has begun for the possibility of crossing the border through eGov using a passport QR code without presenting the physical document.
The meeting also featured a digital platform designed to plan the route network of civil aviation. Developed by Echelon Alpha in cooperation with the Ministry of Transport, the system can analyze demand for air routes, assess transit potential and forecast the commercial viability of new routes.
During the development of the platform, approximately 170 reports from air carriers and data on 200 million flights over the past five years were processed. The system takes into account regional macroeconomic indicators, population size, consumer preferences, business activity and the calendar of major events.

«To create an analytical model of air connectivity, approximately 170 reports from air carriers and a dataset covering 200 million flights over the past five years were processed. The system takes into account regional macroeconomic indicators, population size, consumer preferences, business activity and the calendar of major events. The platform operates exclusively on the basis of open and commercial sources, as well as geomarketing data, providing forecast accuracy of up to 90%», – Rakhman Asambayev said.
The Prime Minister instructed officials to rapidly scale up digital solutions in the transport sector.
«President Kassym-Jomart Tokayev has identified the further development of a digital services state as a priority. The Government faces the task of accelerating the implementation of artificial intelligence solutions that are beneficial to all sectors of the economy. I instruct you to rapidly and comprehensively implement the technological transformation projects presented today across the country», – Olzhas Bektenov said.
Thus, the digitalization of the aviation sector covers the acceleration of border control, increasing passenger processing capacity and data-driven planning of air routes.
