The Aviation Administration of Kazakhstan and the Transport Accident and Incident Investigation Center have signed a Memorandum of Understanding aimed at strengthening aviation safety and improving the national system for investigating aviation accidents and incidents.
The document was signed by Michael Daniel, Chief Executive Officer of the Aviation Administration of Kazakhstan, and Darkhan Katyshev, Chairman of the Board of the Transport Accident and Incident Investigation Center.
Under the memorandum, the two organizations will strengthen cooperation in the investigation of aviation accidents and incidents and establish a clear division of responsibilities and mandates between the parties.
The agreement also provides for the exchange of data and analytical materials, the improvement of legislation and existing procedures, the development of inter-agency cooperation mechanisms, and the adoption of international best practices in aviation accident investigation and prevention.

The cooperation will take into account the standards and recommended practices of the International Civil Aviation Organization (ICAO). Particular attention will be given to the provisions of Annexes 13 and 19 to the Convention on International Civil Aviation, which address aircraft accident and incident investigation and safety management.
The parties will also jointly prepare for ICAO events and audits, including assessments conducted under the ICAO Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP CMA).
The agreements are expected to improve the identification and prevention of aviation safety risks and support the further implementation of international standards and best practices in Kazakhstan’s aviation sector.
