Kazakhstan’s Ministry of Transport has drafted amendments to the rules governing the air transportation of passengers, baggage, and cargo.
The proposed amendments are aimed at strengthening passenger rights, improving the quality of airline services, and aligning existing regulations with modern aviation standards.
The draft also proposes to legally formalize the possibility of transporting animals in aircraft cabins in accordance with airline requirements. In addition, it introduces provisions to grant air travel benefits to passengers with disabilities.
Under the proposal, the rules for transporting musical instruments will be clarified. Specifically, instruments may be carried as cabin baggage, placed on a separate passenger seat in the aircraft cabin, or transported as checked baggage, provided they meet the established requirements. The draft also allows passengers to carry the traditional Kazakh musical instruments dombra and kobyz in the cabin if they are packed in protective cases. The instrument must not exceed 110×35×30 centimeters in size and 10 kilograms in weight.
The draft further establishes priority seating rules when an aircraft is replaced with another of lower passenger capacity. In such cases, priority will be given to minors, passengers with disabilities, people with serious medical conditions, pregnant women, and senior citizens.
The amendments also specify the deadline for paying compensation in cases where passenger transportation is delayed. Under the proposal, compensation must be paid no later than 10 calendar days from the date the passenger submits a claim.
In addition, the draft proposes to establish airlines’ liability for damage to unchecked carry-on baggage if the carrier is found to be at fault.
According to the Ministry of Transport, the proposed amendments will improve the transparency and accessibility of air transport services while strengthening mechanisms for protecting passengers’ rights.
The draft legal act has been published on the Open NLA (Open Regulatory Legal Acts) portal for public consultation. Citizens can review the document and submit their comments and proposals in accordance with the established procedure.
