Kazakhstan changes procedure for subsidizing air routes

Kazakhstan has changed the procedure for subsidizing air routes. Under the new rules, state support measures will be included in a special register and monitored through a two-level digital system.

The relevant amendments were approved by a government resolution. According to the new rules, air route subsidies are considered a state support measure and will be included in the register of state support measures for private entrepreneurship, which is maintained by the authorized body for entrepreneurship.

A legal entity designated by the central authorized body responsible for budget execution will be responsible for the technical maintenance of the register. The state must be its sole shareholder.

The provision of state support measures and the activities of their recipients will be monitored through a two-level digital system.

At the first level, a reference electronic register of applications for state support measures will be maintained. The system will automatically verify whether recipients meet the established basic requirements.

The second level will consist of state and non-state sector-specific digital systems. They will receive applications from businesses, process them through format-and-logic checks, and then forward the processed applications to the first-level system.

In addition, digital systems must ensure that recipients provide consent for the collection, processing, storage and use of their personal data.

The results of monitoring will be submitted to the authorized body responsible for entrepreneurship. State support measures may not be provided without their inclusion in the relevant register.

The new rules came into effect on August 5.
